Meet Elaine

Elaine Litster has served on the Simi Valley City Council since February 2019, and served as Mayor Pro Tem in 2022.  She currently serves on the Simi Valley Council on Aging, the Simi Valley Youth Council, and the Simi Valley Cultural Arts Commission, and is a member of the Southern California Association of Governments Energy and Environment Committee.  She also represents Simi Valley on the Ventura Council of Governments, serving as VCOG chairman in 2023.

Elaine is the co-owner of SAFEChecks, established in 1996.  SAFEChecks is a manufacturer of high security check stock, designed by Frank Abagnale (Catch Me If You Can.)  SAFEChecks specializes in check fraud prevention solutions for businesses, municipalities, nonprofits, and individuals.  SAFEChecks moved its headquarters to Simi Valley in 2019.

Elaine serves on the Simi Valley Education Foundation Board.  Previous community service includes serving as an executive board member of the Simi Valley Neighborhood Council District #3.  She served on the Simi Valley Unified School District’s Surplus Property Committee, and served twice as PTA president for Justin Elementary.  Elaine also served as the performance coordinator for the non-denominational Simi Community Christmas, sponsored by the Church of Jesus Christ of Latter-day Saints.  For many years, she was Royal High School’s choral accompanist, and performed on harp with the Royal High School Choir at Carnegie Hall in New York City.

Elaine Litster has a Master’s degree in Urban Planning with an emphasis in Social Policy Analysis from the University of California Los Angeles (UCLA).  She holds a Bachelor’s degree in Economics from Brigham Young University.

Elaine and her husband Greg have five children and five grandchildren.  All of their children attended or graduated from Simi Valley and Royal High Schools, and the Simi Valley Cosmetology School.  All three sons were Boy Scouts and each attained the rank of Eagle Scout by completing community projects including building a platform for the Ossuary at the El Rancho Simi Pioneer Cemetery, conducting a warm clothing drive for the Samaritan Center, and re-striping the children’s playground at the former Justin Elementary.
